Look no further, in Liberia each (potential) student (25k in total) that attempted the entry exam for one of the 2 state universities failed. I don't think you need more evidence to see how broken a state than this….

At least they are not teaching to the test
I really hope they let the students who passed the maths test enter the University. If you can pass in top 1% of Maths you can learn English. I guess the University if going argue they should add a foundation year to their courses…
